Our Mission

MCAS X is building a voter-driven movement to elect Multnomah County Commissioners who will act to transform MCAS in to a model of accountabiity, compassion and humane care.

These Commissioners will take bold, decisive action to appoint an experienced, compassionate director—a proven turnaround specialist—who will rebuild Animal Services into a humane, accountable, life-saving agency.

They will ensure the implementation of a full spectrum of essential programs, including:

  • A qualified Medical Director to oversee all aspects of animal health

  • Dedicated behavioral expertise to support and rehabilitate animals

  • Robust enrichment and training programs to improve welfare and adoptability

  • Comprehensive, proactive adoption programs that move animals into homes

  • High-volume, low-cost spay and neuter services to reduce shelter intake

  • Pet retention programs that keep families and pets together

  • Strong public relations and meaningful community engagement

  • A supported, fulfilled volunteer and staff workforce

  • Responsible stewardship of donated funds

  • Full transparency and accountability to the public

This is how we transform a failing system into one that truly serves both animals and the community.

About Us

We are two Portland small business owners who have advocated for homeless animals since 2008, when we began tracking the thousands of animal deaths at Multnomah County Animal Services (MCAS). Despite a 2008 task force convened to address widespread public concern, promised reforms never materialized.

For more than eighteen years we have studied MCAS operations, met with officials, researched successful shelter models, testified before the Commission and fought for change—yet County leaders have repeatedly chosen inaction. As a result, MCAS is now in a state of collapse. Our campaign is dedicated to Fig & Petunia, two bonded dogs, surrendered by their elderly owner, only to die at the hands of cruel, callous Multnomah County bureaucrats. We will never give up fighting for the total transformation of MCAS and being a voice for the animals whose lives depend upon it.
